A finished ship sitting on a planet surface is a monument, not a fleet. Orbit logistics is the unglamorous work of launch windows, handling, and mass budgets.

Once it is solved, the map stops being scenery. Everything you build can leave.

What it does

Unlocks the Orbital launchpad, up to level 10. It gates Small hull design, Colonization, and Astrogation sequencing.
