The map begins as fog and rumour. Espionage is the decision to treat that as a problem worth solving rather than a mood to live with.

The first recon packages were built from spare sensor parts and optimism. They still work, which says something unflattering about how much of warfare is simply paying attention.

What it does

Unlocks the System recon module and is the root of the intel chain, up to level 25. It gates Advanced espionage, Space occupation, and Interstellar trade.
